Neptune orbits the Sun at 4,503 million km (30.1 AU) and Earth at 150 million km (1 AU). The distance between them is the difference when they line up on the same side of the Sun and the sum when they are on opposite sides, so it cycles between the two figures above.
A radio signal, or light itself, needs 4.0 hours at the closest point and 4.3 hours at the farthest. That delay is why probes at Neptune cannot be driven live from Earth.
